A period of very cold wind chills is expected. Extreme wind chill values near -40 are developing for parts of southern Manitoba this morning as cold arctic air settles over the province. Temperatures will moderate later this morning, but the extreme cold is likely to return tonight for much of the area. Extreme cold puts everyone at risk. Cover up. Frostbite can develop within minutes on exposed skin, especially with wind chill. Extreme cold warnings are issued when very cold temperatures or wind chill creates an elevated risk to health such as frost bite and hypothermia.
